EU Amends Maximum Residue Levels for Benomyl, Carbendazim and Thiophanate-methyl in Certain Food Products
On 9 July 2026, the European Commission published Commission Regulation (EU) 2026/1546, amending Annexes II, III and V to Regulation (EC) No 396/2005 as regards the maximum residue levels (MRLs) for Benomyl, Carbendazim, and Thiophanate-methyl in certain food products. The Regulation will enter into force on 29 July 2026 and will apply from 29 January 2027.

Codex Alimentarius Commission Adopts Guidelines on the Use of Precautionary Allergen Labelling
On 6 July 2026, the Codex Alimentarius Commission (CAC), at its 49th Session (CAC49), adopted the Guidelines on the Use of Precautionary Allergen Labelling (PAL) as an annex to the General Standard for the Labelling of Prepackaged Foods (CXS 1-1985). The guidelines will serve as an international reference for the consistent use of precautionary allergen labelling by Codex Members.

Vietnam Reviews Final Draft of New National Technical Regulation on Mycotoxin Limits in Food
According to the official media outlet of Vietnam's Ministry of Health, the Ministry recently held a meeting to conduct the final review of the draft QCVN 8-1:2026/BYT – National Technical Regulation on the Limits of Mycotoxins in Food. The regulation has not yet been officially issued and is intended to replace the current QCVN 8-1:2011/BYT.

Argentina Incorporates the Technical Regulation on the Identity and Quality of Ultra-High Temperature (UHT) Milk into National Legislation
On 7 July 2026, the Argentine Ministry of Economy and Ministry of Health jointly issued Joint Resolution No. 7/2026, formally incorporating the Technical Regulation on the Identity and Quality of Ultra-High Temperature (UHT) Milk, approved under MERCOSUR GMC Resolution No. 13/23, into Argentina's national legal framework. The resolution also amends the relevant provisions of the Argentine Food Code (Código Alimentario Argentino, CAA) and entered into force upon its publication.

Vietnam Issues National Technical Regulation on Alcoholic Beverages
On 30 June 2026, Vietnam's Ministry of Industry and Trade (MOIT) issued Circular No. 39/2026/TT-BCT, promulgating the National Technical Regulation on Alcoholic Beverages (QCVN 30:2026/BCT). The document is a mandatory National Technical Regulation and will enter into force on 1 January 2027.

South Korea Revises Standards for Labeling of Genetically Modified Foods and Clarifies the Scope of Products Subject to GMO Labeling
On 8 July 2026, the Ministry of Food and Drug Safety (MFDS) of Korea issued MFDS Notice No. 2026-49, revising the Standards for Labeling of Genetically Modified Foods, etc. The amendment further clarifies the categories of foods subject to GMO labeling requirements and specifies the implementation and transitional arrangements. The revised standards will take effect on 31 December 2026.

On 8 July 2026, the Philippine Food and Drug Administration (FDA) released the draft Standard for Virgin Coconut Oil for Human Consumption for public consultation. EU Adopts Rules for the Calculation, Verification and Reporting of Recycled Plastic Content in Single-Use Plastic Beverage Bottles
On 3 July 2026, the European Commission published Commission Implementing Decision (EU) 2026/1425 in the Official Journal of the European Union. The Decision lays down detailed rules for the application of Directive (EU) 2019/904 regarding the calculation, verification and reporting of data on recycled plastic content in single-use plastic beverage bottles and repeals Commission Implementing Decision (EU) 2023/2683. The Decision will enter into force on 23 July 2026.

Philippines Proposes Amendments to Guidelines on the Classification of Vitamins and Minerals in Food/Dietary Supplements for Special Population Groups
On 6 July 2026, the Philippine Food and Drug Administration (FDA) released a draft Amendment to the Guidelines on the Classification of Vitamins and Minerals in Food/Dietary Supplements for Children, Pregnant Women and Lactating Women for public consultation. Spain Launches Public Consultations on Updating Food Quality Legislation and Establishing a New Quality Standard for Requesón Cheese
On 3 July 2026, the Ministry of Agriculture, Fisheries and Food (MAPA) of Spain launched two public consultations, one on updating Spain's food quality legislation and the other on establishing a new quality standard for Requesón cheese. Vietnam Issues National Technical Regulation on Food Cassava Starch (QCVN 31:2026/BCT)
On 30 June 2026, the Ministry of Industry and Trade (MOIT) of Vietnam issued Circular No. 40/2026/TT-BCT, promulgating the National Technical Regulation on Food Cassava Starch (QCVN 31:2026/BCT). The document is a National Technical Regulation and will enter into force on 1 January 2027. The regulation was developed by the Ministry of Industry and Trade and appraised by the Ministry of Science and Technology.

Switzerland Adopts New Packaging Ordinance Establishing Uniform Packaging Requirements and Enhanced Recycling Obligations
On 24 June 2026, the Swiss Federal Council adopted the Packaging Ordinance (Verpackungsverordnung, VerpV), which was officially published on the Fedlex legal portal on 3 July 2026. The ordinance is a formal regulation and will be implemented in phases beginning 1 January 2027. It replaces the previous legislation focused primarily on beverage packaging with a unified regulatory framework covering all types of packaging. The ordinance is intended to promote the circular economy, increase recycling rates and reduce packaging waste.

South Africa Introduces Statutory Measures on Registration and Reporting Requirements for the Dairy Industry
On 26 June 2026, the Department of Agriculture of South Africa published Government Notice No. 7619 and Government Notice No. 7620, establishing the Statutory Measure Relating to the Registration of Persons Participating in the Dairy Processing Industry and the Statutory Measure Relating to Records and Returns in Respect of Milk and Other Dairy Products, respectively. Japan Clarifies Product Categories Excluded from Designated Animal Quarantine Requirements
On 1 July 2026, the Animal Quarantine Service (AQS) of Japan's Ministry of Agriculture, Forestry and Fisheries (MAFF) published the Specific Criteria for Materials Clearly Considered Not to Pose a Risk of the Spread of Monitored Infectious Disease Pathogens Due to Their Manufacturing Process or Other Circumstances. The document is an administrative notice that took effect on 1 July 2026. Issued under the Act on Domestic Animal Infectious Diseases Control and related regulations, it specifies the conditions under which products derived from designated quarantine materials or prohibited materials are regarded as posing no risk of transmitting monitored animal diseases and are therefore excluded from designated animal quarantine requirements.

Malaysia Updates the Guidelines for Control of Cosmetic Products by Revising the Annexes on Cosmetic Ingredients
On 6 July 2026, the National Pharmaceutical Regulatory Agency (NPRA) of Malaysia issued Circular No. 2/2026, updating Annexes II, III, IV and VI of the Guidelines for Control of Cosmetic Products in Malaysia to align them with the ASEAN Cosmetic Directive. EU Authorises Rhizomucor pusillus Mycelium as a Novel Food
On 3 July 2026, the European Commission adopted Commission Implementing Regulation (EU) 2026/1507, authorising the placing on the EU market of Rhizomucor pusillus mycelium as a novel food and amending Implementing Regulation (EU) 2017/2470. Peru Updates National Technical Standards for Anisado and Vodka
On 3 July 2026, the National Institute of Quality (INACAL) of Peru announced updated Peruvian Technical Standards (Normas Técnicas Peruanas, NTP) for anisado and vodka. Japan Revises Specifications and Standards for Foods and Food Additives by Updating Maximum Residue Limits
On 3 July 2026, Japan's Consumer Affairs Agency (CAA) issued Notice No. 305 of the Food Standards Division, revising the Specifications and Standards for Foods, Food Additives, etc. by updating the maximum residue limits (MRLs) for several pesticides and veterinary drugs.
